Could it be that it is full of newspapers and whoever is supposed to empty it hasnt done their job?

The only thing I can come up with is that the bin the papers are supposed to go into was missing. Weird and sad though.

translation: we're too lazy to keep emptying it out all the time so we're putting up this sign to make you think that it can't be used.

NOW where am i supposed to stuff my aborted babies?!

OK. I have no useful comment but I am laughing my tail off on this one. Perhaps they should have just posted "unavailable."

Maybe they could not get the slot at the top to close after papers went in, so they had to take it out of service. Eventually, someone will realize that the slot is not supposed to close, and then they will place it back in service.
"First time riding Metro? Great! But you should know that our recycling cans do not work like garbage cans you might be familiar with. . . ."

How is this for an explanation:
Every morning there are a few cheap ass fornicators who, not wanting to spend the 75 cents for a Washington Post, will go digging in the recycling trash can looking for that day's edition and making a mess of it. Ask them what they are doing and they treat you as if you just walked into their kitchen while they were looking for some lost item.
So, instead of having to babysit a trashcan and dealing with douche bags, you put a sign over it and walk away.
Just a hunch. It would never happen.

It should be noted that that trash can has been "out of order" for at least a few weeks now.
